EXAMINATION

Purpose of This Examination
The purpose of the examination, as authorized by 19 CFR 111.13(a), is to determine the examinee's knowledge of Customs and related laws, regulations and procedures, bookkeeping, accounting, and all other appropriate matters, and his or her fitness to render valuable service to importers and exporters.

U.S. Customs and Border Protection (CBP) wrote the examination using the following references. Examinees should bring these references to the examination. The use of any versions of the listed references other than those recommended is at the examinee's own risk. Access to all listed reference materials can be found in the Notice of Examination.

You may bring any written, non-electric, references including study guides, and past exams. You may NOT bring in laptop computers or PDA’s but you may use a silent calculator. Rulers are allowed. The examinee must provide his or her own references. References may be purchased at the U.S. Government Online Bookstore or Kenvic Bookstore.

Exam Topics and Questions
Entry, Classification, Trade Agreements, Value, Broker Responsibilities, FP&F, Other Government Agencies, Quota, Country of Origin, Protests, Marking, Prohibited and Restricted Merchandise, Drawback, Intellectual Property Rights, and other subjects pertinent to a broker's duties may be included on the examination.

Questions will generally be based on Title 19 Code of Federal Regulations, the Harmonized Tariff Schedule of the United States, and specifically identified directives. CBP may ask questions about procedures not explicitly covered in these references.

Exam Format
The Customs Broker License Examination consists of 80 multiple-choice questions. A passing grade is 75 percent. The actual examination lasts 4 hours. Examinees are responsible for monitoring the time and pacing themselves accordingly. The doors to the exam close at 8:30 a.m. No one will be admitted after the examination has begun. No one will be permitted to leave until all examinees at that location have completed the examination or until the allotted time expires.

Exam Date, Location and Fee
This examination is normally given at CBP service ports ( Ports ) the first Monday in April and the first Monday in October. If that Monday is a religious holiday, the examination will be given the following Tuesday. The appropriate CBP port director must receive the examination application and $200 fee at least 30 days in advance of the examination.

At least 10 days before the examination, the Office of Personnel Management (OPM) will mail you a notice of the time and place it will be given. Please bring this notice with you to the exam site. If you have not received the notification from OPM, contact your local service port for the location and time of the examination.

All exam applications and exam fees ($200) must be received and accepted by CBP at the service port where the applicant intends to take the examination 1 month before the exam date. Your application fee is refundable if the port receives a timely written withdrawal notice at least two working days prior to the test date. This fee is NOT refundable if you do not provide the required withdrawal notice, do not arrive on time, or do not pass the exam.

Exam Score and Appeal for the Examination
Scores will be mailed to the examinees within 6 weeks after the examination. You will receive the letter notifying you of your score separately from the answer sheet and answer key. If you do not receive your scores in 6 weeks, please contact CBP, Broker Compliance Branch/Trade Policy and Programs at (202) 863-6544. The test score is valid for 3 years.

Examinees who fail the exam will be advised by mail how to submit a written appeal to CBP. These instructions, including the format to be used, will also appear on the CBP Web site. Note that all appeals must be postmarked within 60 days of the date of the notice of examination results.
